The property market in Dubai

In the space of a generation Dubai has grown from a regional trading hub into one of the most closely watched property markets in the world. Since designated freehold zones opened to foreign buyers, international investors have been able to hold full, inheritable title registered with the Dubai Land Department, complete with a digital title deed. More than 60 communities are open to overseas ownership, including Downtown Dubai, Dubai Marina, Palm Jumeirah, Business Bay and Jumeirah Village Circle. Demand is underpinned by rapid population growth, the D33 economic agenda that aims to double the emirate's economy by 2033, and the 2040 Urban Master Plan guiding how the city adds new homes.

A market built on regulation, not promises

The buying process is more standardised than many Europeans expect. RERA supervises developers and brokers, and every transaction is recorded with the Dubai Land Department. For off-plan purchases, buyer payments have gone into mandatory escrow accounts since 2007, released to the developer only against verified construction progress. The Land Department transfer fee is 4 percent of the purchase price, there is no recurring property tax, and individuals pay no UAE income tax on rental income, which keeps the net picture refreshingly simple compared with most European markets.

Who buys in Dubai, and why now

International buyers value the practicalities: direct flights from most European hubs, a minimal time difference, English-language contracts and largely digital procedures, plus the option to complete a purchase remotely via power of attorney. Property ownership from AED 2 million also qualifies for the 10-year Golden Visa, which carries no minimum stay requirement and extends to the holder's family. The buyer mix ranges from investors backing the city's deep tenant demand, to families securing a winter residence by the sea, to entrepreneurs relocating outright. From high-rise apartments and branded residences to waterfront villas, every segment offers genuine choice, and local guidance is what separates a good purchase from the right one.

Can foreigners buy property in Dubai?
Yes. In designated freehold areas foreign buyers acquire full ownership registered with the Dubai Land Department, with a title deed issued in their name. These areas cover the city's best known districts, from Downtown Dubai and Dubai Marina to Palm Jumeirah. No special approval is needed, a valid passport is sufficient.
Which parts of Dubai are freehold?
More than 60 communities are designated freehold, covering most of modern Dubai. They include Downtown Dubai, Business Bay, Dubai Marina, Jumeirah Village Circle, Dubai Islands and Palm Jumeirah. Outside these zones, foreigners are limited to long leasehold arrangements, which is why international demand concentrates on freehold districts.
Is buying off-plan in Dubai safe?
Off-plan payments must by law be paid into an escrow account supervised by the regulator RERA, and developers can only draw funds against certified construction progress. The framework has been in place since 2007 and is strictly enforced. Choosing developers with a proven delivery track record remains the key diligence step.
Does buying property in Dubai lead to residency?
Property registered at AED 2 million or above qualifies the owner for the 10-year Golden Visa, including mortgaged and off-plan purchases. The visa has no minimum stay requirement and covers spouse and children. Smaller investments can qualify for shorter-term investor residency options.
What taxes do I pay on a Dubai property?
The UAE levies no annual property tax, no capital gains tax for private individuals and no income tax on personal rental income. The main transaction cost is the 4 percent Dubai Land Department transfer fee. Buyers should review reporting obligations in their home country with their own tax adviser.
Can I complete a purchase from abroad?
Yes, the process is largely digital and can be completed remotely via power of attorney, from reservation to title registration. Many international clients buy without travelling, or combine the handover with a viewing trip. A local broker coordinates developer, trustee office and Land Department on your behalf.
