When an existing property is sold, the Dubai Land Department requires a developer NOC before the transfer. With it the developer confirms that all service charges are paid and no structural or contractual obstacle remains. Without a NOC, the DLD will not register the new owner.

The developer issues the NOC for a fee that varies by project. In practice it checks whether outstanding amounts such as unpaid service charges are settled, and collects them if needed. The NOC has a limited validity, so the transfer must follow soon after it is issued.

The term also appears in off-plan projects: the main developer grants a NOC for the project name, off-plan sale and marketing before a project is registered with the DLD (source: Dubai Land Department).

For a buyer the NOC is a fixed step in the transfer. If its issuance is delayed, the whole ownership transfer moves with it.
