Handover is the end of an off-plan purchase. The developer reports completion, the relevant authority issues the Completion Certificate, and the buyer is invited to take possession. It usually requires the final purchase instalment and the applicable fees to be settled.

Before taking possession comes snagging: the buyer or an appointed inspector checks the unit for defects and lists them for the developer to fix. Only then are keys and access cards handed over. Handover also starts the obligation to pay the service charge.

Legally, at handover the Oqood that secured off-plan ownership becomes a standard Title Deed at the Dubai Land Department. Only then is the buyer the fully registered owner, able to resell, let (with Ejari) or use the property for a Golden Visa.
