Buyers from many European markets know a statutory right of withdrawal. Dubai has no such general statutory cooling-off for property purchases. Whether and for how long a buyer can withdraw depends solely on what the contract agrees, the SPA for off-plan and Form F for resale.

What the law regulates instead is the reverse case: Dubai Law No. 9 of 2009 sets out how a developer may terminate an off-plan contract and retain amounts when the buyer fails to pay (source: Dubai Land Department, real estate legislation). It does not create an automatic buyer right to withdraw.

For a buyer this means: before signing, check whether the contract includes a withdrawal or exchange clause, and do not assume a statutory cool-off as at home. Otherwise the down payment can be forfeited.
